1Purpose and scopeQëllimi dhe fushëveprimi

This policy sets the rules for using the KREN network and every service KREN provides: connectivity, eduroam, the data center and hybrid cloud (Azure Stack Hub + VMware, KREN Cloud NAS), hosting and virtual machines, platform and software services, learning platforms and Microsoft 365 licences. It applies to every institution connected to KREN and to all of its staff, students, researchers and guests.Kjo politikë përcakton rregullat për përdorimin e rrjetit të KREN-it dhe të çdo shërbimi që ofron KREN: lidhjen me rrjet, eduroam, qendrën e të dhënave dhe cloud-in hibrid (Azure Stack Hub + VMware, KREN Cloud NAS), hostimin dhe makinat virtuale, shërbimet e platformave dhe softuerëve, platformat mësimore dhe licencat Microsoft 365. Ajo vlen për çdo institucion të lidhur me KREN dhe për gjithë stafin, studentët, hulumtuesit dhe mysafirët e tij.

2Who may use KREN servicesKush ka të drejtë t’i përdorë shërbimet e KREN-it

• Every public education institution in Kosovo, including public universities, public primary and secondary schools and public research institutions, has the right to use KREN services.Çdo institucion publik i arsimit në Kosovë, përfshirë universitetet publike, shkollat publike fillore dhe të mesme dhe institucionet publike hulumtuese, ka të drejtë t’i përdorë shërbimet e KREN-it.
• Other institutions, such as private colleges, private schools, research organisations and partners, may use KREN services according to the memorandum of cooperation signed with KREN, within the services, scope and conditions defined in that memorandum.Institucionet e tjera, si kolegjet private, shkollat private, organizatat hulumtuese dhe partnerët, mund t’i përdorin shërbimet e KREN-it sipas memorandumit të bashkëpunimit të nënshkruar me KREN, brenda shërbimeve, fushëveprimit dhe kushteve të përcaktuara në atë memorandum.
• Individual users are the staff, students and researchers authorised by their institution. Each institution is responsible for who it gives access to.Përdoruesit individualë janë stafi, studentët dhe hulumtuesit e autorizuar nga institucioni i tyre. Secili institucion është përgjegjës për ata të cilëve u jep qasje.

3Acceptable usePërdorimi i lejuar

KREN services are provided for:Shërbimet e KREN-it ofrohen për:

• teaching, learning and research;mësimdhënie, mësimnxënie dhe hulumtim;
• the administration and daily work of the institution;administrimin dhe punën e përditshme të institucionit;
• collaboration with other education and research institutions in Kosovo and abroad;bashkëpunimin me institucione të tjera të arsimit dhe hulumtimit në Kosovë dhe jashtë saj;
• hosting applications and data that support the mission of the institution.hostimin e aplikacioneve dhe të dhënave që mbështesin misionin e institucionit.

4Prohibited usePërdorimi i ndaluar

It is not allowed to use KREN services for:Nuk lejohet përdorimi i shërbimeve të KREN-it për:

• commercial purposes, such as selling services, paid hosting, advertising, reselling connectivity or computing resources, or cryptocurrency mining;qëllime komerciale, si shitja e shërbimeve, hostimi me pagesë, reklamimi, rishitja e lidhjes me rrjet ose e resurseve kompjuterike, apo minimi i kriptovalutave;
• unauthorised access to systems, network scanning, hacking or any attempt to bypass security controls;qasje të paautorizuar në sisteme, skanim të rrjetit, hakim apo çfarëdo tentimi për të anashkaluar kontrollet e sigurisë;
• spreading malware, spam or phishing, or running open relays and other services that can be abused;shpërndarjen e softuerëve keqdashës, spam-it apo phishing-ut, ose mbajtjen e shërbimeve të hapura që mund të keqpërdoren;
• illegal content or material shared without the rights of its owner;përmbajtje të paligjshme ose material të shpërndarë pa të drejtat e pronarit;
• activities that overload or disrupt the network or the services of other members;veprime që e mbingarkojnë ose e pengojnë rrjetin apo shërbimet e anëtarëve të tjerë;
• sharing accounts or passwords, or using the identity of another person.ndarjen e llogarive apo fjalëkalimeve, ose përdorimin e identitetit të një personi tjetër.

5Cybersecurity obligationsObligimet për siguri kibernetike

Every connected institution must:Çdo institucion i lidhur duhet:

• keep its systems, servers and virtual machines updated and patched;t’i mbajë sistemet, serverët dhe makinat virtuale të përditësuara;
• not expose vulnerable or unprotected services to the internet;të mos i ekspozojë në internet shërbimet e cenueshme apo të pambrojtura;
• use strong passwords and multi factor authentication for administrative access;të përdorë fjalëkalime të forta dhe verifikim me shumë faktorë për qasjet administrative;
• name a technical contact person and report any security incident to KREN without delay;të caktojë një person kontaktues teknik dhe ta raportojë pa vonesë te KREN çdo incident sigurie;
• cooperate with KREN while an incident is being resolved.të bashkëpunojë me KREN derisa të zgjidhet incidenti.

6KREN’s right to suspend or close a serviceE drejta e KREN-it për pezullimin ose mbylljen e shërbimit

KREN reserves the right to suspend, restrict or close any service, connection, account, virtual machine or IP address when:KREN e ruan të drejtën të pezullojë, kufizojë ose mbyllë çdo shërbim, lidhje, llogari, makinë virtuale apo adresë IP kur:

• the rules of this policy or of the memorandum of cooperation are broken;shkelen rregullat e kësaj politike ose të memorandumit të bashkëpunimit;
• the service is used for commercial purposes;shërbimi përdoret për qëllime komerciale;
• a vulnerability, misconfiguration or compromised system puts at risk the cybersecurity of KREN or of other members.një cenueshmëri, konfigurim i gabuar ose sistem i komprometuar e rrezikon sigurinë kibernetike të KREN-it apo të anëtarëve të tjerë.
• In urgent security cases KREN may act immediately and inform the institution afterwards. The service is restored once the issue has been resolved and confirmed with KREN.Në raste urgjente sigurie, KREN mund të veprojë menjëherë dhe ta njoftojë institucionin më pas. Shërbimi rikthehet pasi problemi të jetë zgjidhur dhe konfirmuar me KREN.

7Monitoring and responsibilityMonitorimi dhe përgjegjësia

KREN monitors the network and its services to the extent needed for operation, security and compliance with this policy, in line with the applicable law in Kosovo. Each institution is responsible for the content it hosts and for the actions of its users. Traffic to European research networks must also respect the GÉANT Acceptable Use Policy.KREN e monitoron rrjetin dhe shërbimet e veta aq sa nevojitet për funksionim, siguri dhe zbatim të kësaj politike, në pajtim me ligjet në fuqi në Kosovë. Secili institucion është përgjegjës për përmbajtjen që hoston dhe për veprimet e përdoruesve të vet. Trafiku drejt rrjeteve evropiane të hulumtimit duhet t’i respektojë edhe rregullat e GÉANT-it për përdorimin e pranueshëm.

8Reporting and changesRaportimi dhe ndryshimet

Report abuse, security incidents or questions about this policy to [email protected] or through the support chat. KREN may update this policy, and changes are communicated to member institutions.Keqpërdorimet, incidentet e sigurisë ose pyetjet për këtë politikë raportojini në [email protected] ose përmes chat-it të mbështetjes. KREN mund ta përditësojë këtë politikë dhe ndryshimet u komunikohen institucioneve anëtare.
